    All eight Great Lakes states have now approved the Great Lakes-St. Lawrence River Basin Water Resources Compact.  Governor Edward G. Rendell signed Pennsylvania’s legislation on July 4th and Governor Jennifer M. Granholm signed Michigan’s legislation on July 9th.

    In a July 11th letter to Congressional leadership, Wisconsin Governor Jim Doyle, Chair of the Council of Great Lakes Governors, stated, “On July 9, 2008, the Great Lakes States completed their ratification of the Compact.  We are now eager to work together to obtain Congressional consent and turn the Compact’s protections into law.”

    Governor Ted Strickland has signed Ohio’s legislation ratifying the Great Lakes-St. Lawrence River Basin Water Resources Compact, making Ohio the 6th state to enact the Compact.  Amended House Bill 416, which passed in the Ohio House of Representatives on February 19th  and in the Ohio Senate on June 10th, was signed by the Governor on June 27th.

Annex Implementing Agreement Documents,
History and Related Links

    On December 13, 2005, the Great Lakes governors and premiers approved the agreements to implement Annex 2001. The Annex Implementing Agreements will help improve the health and economic vitality of the Great Lakes and will protect the Great Lakes for future generations.

The agreements include the following:

  1. The Great Lakes—St. Lawrence River Basin Sustainable Water Resources Agreement (the Agreement), a good-faith agreement among the Great Lakes states, Ontario and Québec; and,
  2. The Great Lakes—St. Lawrence River Basin Water Resources Compact (the Compact), an agreement among the Great Lakes states that will eventually be passed into law through an interstate compact.

    The governors and premiers gave their approval by signing the Agreement and endorsing the Compact at the Council of Great Lakes Governors’ Leadership Summit, which was held December 12-13, 2005, in Milwaukee, Wisconsin.

    Thanks to public comment and comments received by the Advisory Committee, this proposal includes substantial improvements to earlier draft agreements.
