| Purpose |
To ensure all ODNR-owned aboveground and underground petroleum storage tanks are installed, maintained, operated, modified and removed in compliance with applicable State and Federal rules and regulations. |

This directive is to ensure that petroleum storage tank systems of 60 gallons capacity or more are being installed, removed and managed in a consistent and regulatory compliant manner, department-wide. The responsibility and liability for management and operation of all petroleum storage tank systems and any actions related to a suspected or confirmed release from a petroleum storage tank system, located on ODNR-owned lands, lies solely with the Department, regardless of whether the system is operated by ODNR personnel, a concessionaire or an authorized agent.
The procedures below shall be followed in conjunction with petroleum storage practices.
- All installations, modifications or removals, pertaining to aboveground or underground petroleum storage tanks (AST/UST) shall be reviewed and approved through the Division of Engineering.
- The Division of Engineering shall be notified immediately of any emergency or urgent situations involving ASTs and/or USTs. All suspected or confirmed releases from an AST or UST shall be reported to the Division of Engineering. Remedial activities shall be coordinated through the Division of Engineering, as needed.
- The Division of Engineering shall maintain an inventory of all known ASTs and USTs greater than 60 gallon capacity that are located on ODNR property, containing petroleum products, including gasoline, diesel, fuel oil, kerosene, and new and used oil.
- The Division of Engineering shall coordinate annual registrations of ODNR USTs through the Bureau of Underground Storage Tank Regulations and renewals of Certificates of Coverage through the Petroleum Underground Storage Tank Compensation Board (PUSTRB).
- The Division of Engineering shall provide operation and maintenance guidance to all Divisions including, but not limited to, day-to-day operations, record keeping, monitoring, and changing regulations.
