Bullet Containment
Bullet containment devices will be employed at ODNR facilities routinely used by commissioned personnel.
Any containment device of commercial manufacture is approved provided it is marketed as being designed to prohibit penetration for the caliber and/or gauge in use and is used as intended.
Non-commercial devices are eligible for approval provided they meet the following criteria and must be approved by the Division Chief or designee.
Minimum 1/4 inch wall thickness of a well casing/dredge pipe
Bullet stopping media will be clean sand fill or ground rubber
Minimum 10 inch diameter well casing/dredge pipe
Mounted and/or installed at an angle that facilitates projectile entry (i.e., between 45 and 60 degrees)
Approved and Tested Non-Commercial Designs
10 inch diameter well casing meeting above specifications which is 24 inches long and mounted tri-pod style on three legs at 60 degree angle which is filled with a bullet stopping medium of clean silica sand or ground rubber to a level 4-6 inches from the pipe opening. This bullet containment system stands approximately 30 inches tall and can be used indoor or outdoor with proper drainage modifications.
10 Inch diameter well casing meeting above specification, which is 48, inches long. With the pipe at a 60-degree angle 20 inches is buried beneath the ground allowing 28 inches to protrude above the surface of the ground. The pipe is filled with clean silica sand to a level 4-6 inches from the pipe opening. This bullet containment device is designed for outdoor applications with proper drainage modifications.
Additional Bullet Containment Criteria
Outside placement and/or installation of either a commercial or non-commercial model requires incorporated provisions for drainage and protection from prevailing weather conditions.
Both inside and outside placement is required to be positioned in a manner, which has taken into account inerrant projectiles and public exposure.
Digital documentation records of the bullet containment device and the mounted/installed position will be captured, forwarded, and maintained by the Division Law Enforcement Staff Officer and/or their designee.
Facility Area Designation
Non-firing training exercises with a handgun will not be conducted in ODNR facilities when non-law enforcement personnel are in occupancy.
A commissioned supervisor will survey and approve the non-fire training location and direction of muzzle control.
If such designated area has not been approved or does not exist, non-fire and other weapon handling skills will not occur.
Inert Ammunition/Chamber Blocking
Inert ammunition will be issued and employed for non-firing training practice and other weapon malfunction clearance drills.
A chamber-blocking device will be issued and employed for non-fire practice of handgun presentation, sight alignment, trigger control and other related topics.
The selected chamber-blocking device should be caliber and weapon specific (i.e., handgun, shotgun, or rifle) and will block the chamber and flag beyond the muzzle of the barrel.
Training
In addition to the presentations and lesson plans that are already in existence, the attached checklist distributed.
This checklist will consist of the recommended steps, in bullet point format, of the procedure that should be followed regarding the unloading of the firearm, unloading of magazines, placement of live ammunition and other related topics.
Trigger Management Practice
Check List For Firearms
Remove
ALL
ammo from
magazines
and count each round as you go. Store ammo in sealed container. (zip lock bag, box) Visually and manually inspect each magazine again for live ammo.
Remove gun from place of keeping, place muzzle into entrance of bullet catch receptacle and cycle action to unload live ammo in chamber. Work action twice and Lock Action open. Place live ammo in sealed container. Visually and manually inspect chamber to insure gun is unloaded!
Store ammo in safe location and exit that room with unloaded gun and magazines to a sterile (NO ammo) room in which the trigger management exercise will take place.
Commissioned Supervisors will identify that room in state facilities.
Insert Ammo Safe device into chamber of gun for Trigger Mgt/Dry Fire practice or magazine exchange drills.
Insert inert commercial make (high visibility) cartridges for: Failure drills, conditioning exercises.
STOP!
Check your chamber and magazines again. You may now continue practice exercise.
Practice Complete
After removing training devices, return to room with ammo stored and reload magazines counting each round as you go. Did you load the same as removed?
Insert loaded magazine into gun if applicable,
place muzzle into entrance of bullet catch receptacle
and cycle action. De-cock (if applicable) and secure gun. Properly store magazines.
