Purpose To provide guidelines for the use of ODNR owned or controlled waters during drought conditions.

The Ohio Department of Natural Resources will allow limited quantities of water to be taken from state-owned lakes and reservoirs by truck or trailer tanks for emergency livestock water supply to drought-stricken farmers, for emergency public water supply, and for emergency fire fighting.

This directive will apply to lakes and reservoirs under the control and management of the Department and its various divisions and will continue through the current drought conditions.

The respective division that manages the lake or reservoir should handle individual permits for livestock watering and fire fighting under this directive. Requests for withdrawals for public water supplies should be referred to the Division of Water for coordination and permit execution. Each division should also keep a record of requests and approximate withdrawal amounts and report any activity under this directive to the Division of Water.

In cases where specific ownership of water sources is uncertain, requests for such use should be made to the Division of Water, which will coordinate with and/or refer the request to the appropriate division.

In cases where the proposal is for a higher level of use by pumping or connection to an existing raw water delivery system, requests for such use should be made to the Division of Water under ODNRs water sales/leasing program.
