SECURITY OF LEADS
All Law Enforcement Automated Data System (LEADS) data accessed through Law Enforcement Automated Data System (LEADS), National Crime Information Center (NCIC), National Law Enforcement Telecommunications System (NLETS), or other intra-state systems is restricted to the use of duly authorized law enforcement and/ or criminal justice agencies and is not to be sold, transmitted or disseminated to any non-law enforcement agency, non-criminal justice agency or unauthorized person. (LEADS MANUAL SECTION 3.2). All LEADS information whether it originated from ODNR or any other authorized outside agency's LEAD terminal will be handled and logged into the required forms as outlined by this directive and the Ohio Revised Code and Ohio Administrate Code.
LEADS can only be used for purpose defined by the O.A.C. and O.R.C. for law enforcement purposes, by sworn law enforcement personnel, non-sworn personnel involved in criminal investigative analyst who are employed by a criminal justice agency, officers of the court, probation and parole officers, corrections employees, prosecutors, pathologist and medical examiners
TRAINING
All commissioned officers are required to attend the LEADS practitioner training. All ODNR officers are required to read the quarterly LEADS newsletter and required by the O.A.C.
ORIGINATING AGENCY IDENTIFIER (ORI)
ORI is a unique, nine character identifier assigned by LEADS and NCIC to electronically address each agency and terminals within the agency. (LEADS Administrative Rule 4501:2-10-01).
- TERMINAL ORI - Is assigned to the Ohio Department of Natural Resources. The DNR terminal ORI will not be used without prior verbal or written approval of the Agency Administrator or Terminal Agency Coordinator (TAC).
- NON-TERMINAL ORI - The division of Parks, Watercraft, Wildlife, Natural Areas and Forestry are assigned non-terminal ORI's. No unauthorized use of the division non-terminal ORI will be used without prior verbal or written approval of the Agency Administrator, Terminal Agency Coordinator (TAC) and division Non-terminal Agency Coordinator (NTAC) unless for the purpose of section 3.
- USE OF NON TERMINAL ORI - DNR law enforcement officers can use their division ORI and current DNR LE identification to identify themselves as law enforcement personnel with their local outside agency to receive access to that agencies LEADS. *It is at the discretion of the outside agency whether they will allow the DNR officer access to the LEADS information or printouts from their terminal.
LEADS AGREEMENTS
No person can sign a LEADS agreement without prior approval of the Agency Administrator, Agency TAC and division NTAC, i.e. terminal, non-terminal, or holder of the record. All agreements requests are to be sent to the division representative who will direct and process the request to the Agency Administrator.
DISSEMINATION OF LEADS (LEADS Administrate Rule 4501:2-10-06(A-L)
1. LEADS INFORMATION - information obtained by the LEADS system is not to be shared outside of the Law Enforcement environment.
2. LEADS DISSEMINATION LOG - a LEADS dissemination log will be maintained as part of an audit trail for each dissemination or receipt of any printouts of information from the LEADS system.
3. LEADS PRINTOUT - It is a requirement when a printout is disseminated, the name of the receiving individual is written across the printout with the last name first followed by the first name initial and date. (LEADS Newsletter April 1995)

- DISPOSAL OF LEADS PRINTOUTS - hard-copy printouts of information obtained through LEADS must be rendered unreadable when no longer needed.
HOLDER OF THE RECORD AGREEMENT
Holder of the record agreement is an agreement where a terminal agency enters records into the LEADS system for the non-terminal agency. (NCIC Operating Manual & LEADS Newsletter October 2001)
NON-TERMINAL AGENCY RESPONSIBILITY
1. Provide complete supporting documentation for the entry to the terminal agency prior to the initial entry being made.
2. Immediate notification to the terminal agency when a record is to be cleared/canceled/modified.
3. Record Agreement - no unauthorized DNR person can sign the Holder of the Record Agreement. All Agreements are to be sent to the division NTAC who will direct and process the request.
