| Purpose |
To establish minimum standards and requirements for the two-way radio equipment that is purchased or leased by ODNR, and the guidelines by which this equipment is maintained. This shall apply to all ODNR Divisions and Offices which purchase, lease, or otherwise acquire and operate two-way radio equipment on Federal Communications Commission regulated two-way radio systems. This Directive seeks to maintain compliance with Federal Communications Commission Rules and Regulations, and to guarantee compatibility and functionality of the radio equipment on the ODNR and other two-way radio systems, as well as adequate maintenance of such radio equipment. |

The following Directive shall be adhered to in the purchasing, leasing, acquiring, repairing, maintenance and installation of two-way radio equipment to be used in the Maritime Radio Services and the Private Land Mobile Radio Services. This Directive does not apply to Common Carrier Radio Services (i.e., cellular telephones), the Aviation Radio Services, nor to unlicensed radio services (i.e., Citizens Band, Family Radio Service, etc.). The approved radio list has been replaced by the equipment list contained in the MARCS RFP state contract. The Radio Technician Manager should be contacted prior to purchasing radio equipment for the DNR radio system.
Maritime Radio Services (Marine Band)
Only radios that are Type Accepted by the FCC for part 80 use may transmit on radio frequencies in the Maritime Radio Services. Equipment used for Land Stations must be specifically approved by the FCC for this use; most shipboard equipment is NOT approved for Land Station use. The acquiring Division or Office shall obtain documentation from the vendor or manufacturer stating that the equipment is Type Accepted by the FCC for the specific application before acquiring the radio equipment.
The Office of Computers and Communications (OCC) may render technical assistance or advice in acquiring and installing Maritime Radio equipment, but is not obligated to do so. The user Division or Office is responsible for installing and maintaining the equipment as required by the FCC.
Private Land Mobile Radio Services (ODNR Radio System, Police, Fire, Emergency Medical Radios)
Only radios that are Type Accepted by the FCC for part 90 use may transmit on radio frequencies in the Private Land Mobile Radio Services. It shall be the responsibility of the employee acquiring two-way radio equipment for use in these Services to verify that the equipment meets the FCC requirements above.
For equipment that will be used on the ODNR Radio System, the equipment shall meet these additional requirements, unless waived for special applications by the Office of Computers and Communications (OCC), in addition to the FCC requirements above:
- Shall have a Continuous Tone Coded Squelch System (CTCSS), capable of encoding and decoding any of the 32 EIA standard CTCSS frequencies. Each channel shall permit different tone frequencies for transmit and receive.
- Shall contain a filter to remove CTCSS tones from the receiver audio output.
- Frequency range for both transmitter and receiver shall be from 151 MHz to 160 MHz or greater.
- Frequency spread for both transmitter and receiver shall be at least 9 MHz without degradation of performance.
- Shall be field re-programmable for frequency and CTCSS settings.
- Maintenance information and manuals, replacement parts, re-programming software and cables, and manufacturer and/or dealer support shall be readily available from a location within the continental United States.
- Mobile radios shall have no less than 40 watts of RF output;
- Mobile and base station radios shall have a transmitter timer which shall limit continuous transmissions to no more than 3 minutes.
Two-way radios acquired for use on other radio systems must have the proper technical specifications to operate on that system. It is the purchasing employees responsibility to verify that the acquired equipment is compatible on the system on which it will be used.
OCC shall maintain, repair, and install two-way radio equipment used on the ODNR Radio System for which it has the capabilities to support. OCC shall maintain a list of two-way radio equipment that is supported. OCC is not obligated to support non-listed equipment.
OCC shall maintain a record of all radio equipment, including technical measurements and adjustments performed on the equipment, that is operated on the ODNR Radio System. All such equipment shall be submitted by the user for inspection and registration by OCC before being placed in service. A record of any maintenance, repair, and/or installation of such equipment by a private contractor shall be submitted by the user to OCC for inclusion into the equipment records. The submitted records shall contain all information as required by the FCC. This is a requirement of 47 CFR 90.443, and may subject the user to severe Federal penalties for each violation.
