Former Delaware County resident Carl Vance has been promoted from watercraft investigator for central Ohio to area supervisor of state boating programs for a portion of southern Ohio.
COLUMBUS, OH â€“ Former Delaware County resident Carl Vance has been promoted from watercraft investigator for central Ohio to area supervisor of state boating programs for a portion of southern Ohio that includes Scioto County, Lawrence County and other surrounding counties, according to the Ohio Department of Natural Resources (ODNR), Division of Watercraft.

In his new position, Vance is now supervisor of the Division of Watercraft’s recently opened area office in Franklin Furnace located adjacent to the Greenup Dam on the Ohio River and replaces former area supervisor Dean Palmer who retired this summer.

Vance is responsible for coordinating law enforcement, boating education programs and public relations efforts, and now supervises watercraft agency field operations on waterways located in Adams, Fayette, Gallia, Highland, Hocking, Jackson, Lawrence, Meigs, Pickaway, Pike, Ross, Scioto and Vinton counties.

He is a 1986 graduate of Marshall University having attained a Bachelor of Science degree in Parks and Conservation Management. Vance then served as a park manager in Virginia (1986-1993) before returning to Franklin Furnace where he worked on the Ohio River for the Environmental Oil Spill Company (1994-1996). He then was hired in December,1996 by the ODNR Division of Watercraft as a watercraft officer cadet and served as a state watercraft officer and officer specialist in southeast and central Ohio until receiving a promotion early in 2010 as a state watercraft investigator.
