Oil and Gas Technical Advisory Council

Responsibilities of the Technical Advisory Council include review and recommendations regarding mandatory pooling requests, variance requests, and to advise the Chief, upon request, on other technical matters which may arise pertaining to oil and gas production, drilling, plugging and exploration.

The Oil and Gas Technical Advisory Council (TAC) is an eight-member advisory council consisting of individuals appointed by the Governor to a three-year term. Pursuant to Section 1509.38 of the Ohio Revised Code, three members must represent independent oil and gas producers operating and producing primarily in Ohio, three members must represent oil or gas producers having substantial production in Ohio and at least one other state, one member must represent the public, and one member must represent persons having landowner royalty interests in oil and gas production.

All members must be residents of Ohio and all members, with the exception of members representing the public and persons having landowners’ royalty interests, must have at least five years of practical or technical experience in oil or gas drilling and production.

Not more than one member may represent any one company, producer or operator. Vacancies which may occur mid-term are filled by the Governor with advice and consent of the Senate. The Governor may also remove any member for inefficiency, neglect of duty, or malfeasance in office.

The Council holds at least one regular meeting each quarter of the calendar year but may hold special meetings upon receipt of a written request signed by two or more members of the council.
