In late spring 2010, the Division of Mineral Resources Management (DMRM) volunteered to have the hydraulic fracturing portions of their program evaluated by STRONGER (State Review of Oil and Natural Gas Environmental Regulations, Inc), a non-profit, multi-stakeholder group that conducts reviews of oil and natural gas regulatory programs based on defined sets of guidelines. DMRM has had two prior reviews of their regulatory program, one in 1995 and one in 2005.
From August to December 2010, an eight person team consisting of legal, environmental, governmental and oil and gas regulatory representatives conducted a review of DMRM’s hydraulic fracturing program based on guidelines established in 2009 by STRONGER.
The findings of STRONGER commend DMRM’s program and identified:
