NEW REGULATIONS EXPAND HUNTING OPPORTUNITIES IN OHIO
River otters removed from state endangered species list

COLUMBUS, OH - Regulations and season dates have been set by the Ohio Wildlife Council for the 2002 hunting season, which includes new deer hunting zones, a five-week extension of the fall turkey season for archery hunting, and an increase in the squirrel hunting bag limit. According to the Ohio Department of Natural Resources (ODNR) Division of Wildlife, the Ohio Wildlife Council also approved a revised list of Ohio's endangered wildlife species, which included the removal of the river otter from the state list.

“We are especially proud to see our years of effort to reintroduce the river otter back into Ohio’s waterways have resulted in their removal from the state endangered species list,” said Mike Budzik, chief of ODNR’s Division of Wildlife.

Now found in 52 counties, river otters are known to be reproducing in at least 10 watersheds.
Other animals affected by changes to the state’s endangered species include barn owls, dark-eyed juncos, hermit thrushes, least bitterns and yellow-crowned night-herons, moving from endangered to threatened status; sedge wrens were moved from endangered to a species of concern. Canada warblers, little blue herons, magnolia warblers, northern waterthrushes and winter wrens will be moved from endangered to special interest status.

This spring’s wild turkey season opens April 22 and hunters will have new flexibility in purchasing permits. For the first time, a hunter who has harvested a first turkey will have the option to then purchase an additional turkey permit to hunt a second turkey. Previously, turkey hunters had to purchase a “double permit” if they thought they might want to hunt a second bird.

“This provides better customer service, “ said Budzik. “If a hunter gets his bird and wants to continue hunting, a second permit can be purchased at that time. He or she doesn’t have to spend the additional money up front on the speculation of getting the first gobbler,” he said.

Archery turkey hunters will have an additional five weeks in which to bag a bird following the October 12 through October 27 regular fall turkey hunting season. A new five-week archery-only turkey season will open October 28 and run through December 1. Ashland, Richland and Scioto counties have also been added to the 32 counties previously open for fall turkey hunting.

A fourth deer hunting zone (Zone R), consisting of 10 western and northwestern Ohio counties, will be added this year to allow for better management of deer populations.

Zone R (10 counties) Hunters can take only one deer, which could be a deer of either sex during archery or primitive seasons, or during the first two days of the statewide gun season or a buck only during the last five days of the gun season.

Zone A (35 counties) Hunters can take only one deer, which could be a deer of either sex.

Zone B (19 counties) Hunters can take no more than two deer, of which only one can be an antlered deer.

Zone C (24 counties) Hunters can take no more than three deer, of which only one could be an antlered deer.

Deer hunters must possess the proper permits, and regardless of zone, method of taking or season, hunters may take only one antlered deer.

The deer archery season will run from October 5, 2002 through January 31, 2003, and the statewide gun season from December 2 through December 8, 2002. Deer permits cost $20 and can be used to tag either an antlered or antlerless deer during any season or at a controlled hunt anywhere in the state.

Urban deer permits cost $10 and can be used to tag only antlerless deer taken in urban units or at special controlled hunts. Hunters must purchase a deer permit before they can purchase and use an urban deer permit. Urban deer units will remain the same and the bag limit of four additional deer will be unchanged.

The statewide primitive weapon season opens December 27 and runs through December 30 for deer of either sex. A special area primitive hunt will be open October 21 - 26 at Salt Fork, Shawnee and Wildcat Hollow state wildlife areas for antlered deer only.

The daily bag limit for squirrels increased from four to six.

PROPOSED HUNTING AND TRAPPING REGULATIONS, 2002-03
(SIGNIFICANT CHANGES ARE IN BOLD PRINT)
DOVES, DUCKS, GEESE, COOTS, AND MERGANSERS Hunting days and bag limits will be set within the framework which will be provided by the federal government later this summer. Assuming the framework is similar to the 2001-02 season, dove season, the early goose season and the special teal season will open September 1.

SQUIRREL Open third Saturday in August (17) through January 31. Hours one-half hour before sunrise to sunset. Daily bag limit 6.

GROUSE Open second Saturday in October (12) through February 28. Hours one-half hour before sunrise to sunset. Daily bag limit 3.

YOUNG HUNTERS’ UPLAND SEASON Open the two Saturdays and Sundays immediately before the regular opening date (October 19, 20, 26, & 27) statewide (public and private lands). Rabbit, pheasant, and all other legal game that is in season may be taken. Quail may be taken in counties open to quail hunting (see map). Daily bag limits same as during the regular hunting seasons.

FALL WILD TURKEY Open second Saturday in October (12) through the third following Sunday, October 27 for hunters using a shotgun with shot, a longbow or a crossbow and through the Sunday after Thanksgiving, December 1, for hunters using a longbow or a crossbow. See map for counties open to hunting. Ashland, Richland and Scioto counties are proposed to open for the first time. Limit one turkey of either sex per fall season. Hours one-half hour before sunrise to sunset from October 12 through October 27 and one-half hour before sunrise to one-half hour after sunset from October 28 through December 1.

RABBIT Open first Friday in November (1) through February 28. Hours one-half hour before sunrise to sunset on private lands and from sunrise to sunset on public hunting lands. Daily bag limit 4.

PHEASANT Open first Friday in November (1) through January 1. Hours one-half hour before sunrise to sunset on private lands and from sunrise to sunset on public hunting lands. Daily bag limit 2. Cocks only.

QUAIL Open first Friday in November (1) through December 1. Hours one-half hour before sunrise to sunset on private lands and from sunrise to sunset on public hunting lands. See map for counties open to hunting. Daily bag limit 4.

FOX, OPOSSUM, SKUNK, AND WEASEL TRAPPING Open November 10 through January 31. No restriction on hours. No daily bag limit.

FOX HUNTING Open November 10 through January 31. Daytime hunting of fox closed during deer gun season. No other restriction on hours. No daily bag limit.

RACCOON TRAPPING Open November 10 through January 31. Season extends through March 15 in Erie, Ottawa, and Sandusky counties and Lucas County east of the Maumee River. No restriction on hours. No daily bag limits.

RACCOON AND OPOSSUM HUNTING Open November 10 through January 31. No daily bag limit.

MINK AND MUSKRAT TRAPPING Open November 10 through February 28. Season extends through March 15 in Erie, Ottawa, and Sandusky counties and Lucas County east of the Maumee River. No restriction on hours. No daily bag limit.

BEAVER TRAPPING North Zone (the area north of Interstate 76 and east of Interstate 77) opens January 11, 2003 through February 28 and South Zone (rest of state) opens December 26 through February 28. Nonresidents may trap beaver only if the state of their residence permits Ohio citizens to trap beaver. Beaver trapping on state public hunting areas without a special beaver trapping permit from the Ohio Division of Wildlife is prohibited.

SPRING WILD TURKEY

Open statewide (except on designated youth hunting areas) on the fourth Monday in April (28) (2003) through the fourth following Sunday, May 25. Hours one-half hour before sunrise to noon. Public hunting areas will be open to youth hunters (17 years old and younger) for turkey hunting on the Saturday and Sunday immediately prior to the regular spring wild turkey season (April 26 & 27, 2003). Limit 2 bearded turkeys per hunter per spring season.

CROW Open Friday, Saturday and Sunday from June 14, 2002 through March 23, 2003. Hours one-half hour before sunrise to sunset. No daily bag limit.

FALCONRY Seasons for all non-migratory small game species will open on the third Saturday in August and extend through March 10.

Special permission for trappers to use snares will no longer be required on private lands.

River otters will be removed and cattle egrets will be added to state list of endangered species. In addition, barn owls, dark-eyed juncos, hermit thrushes, least bitterns and yellow-crowned night-herons will be downlisted from endangered to threatened status; sedge wrens will be downlisted from endangered to a species of concern and Canada warblers, little blue herons, magnolia warblers, northern waterthrushes and winter wrens will be downlisted from endangered to special interest status.

Fur dealers will be required to provide a copy of their daily log of transactions along with their annual summary.
