COLUMBUS, OH - Two top administrators for the Ohio Department of Natural Resources (ODNR) Division of Watercraft were named today with the appointments of Michael E. Quinn as deputy chief in charge of field operations and William L. McGarity as deputy chief in charge of registration and titling operations.
The two appointments follow the promotion of Ken Alvey as chief of the ODNR Division of Watercraft and former deputy chief Pamela Dillon leaving to serves as executive director of the American Canoe Association in Virginia.
A 33-year veteran of the Ohio State Highway Patrol, Quinn came to ODNR in March, 2001 as law enforcement administrator for the Division of Watercraft. He has extensive experience in various law enforcement programs and studied law enforcement at Northwestern University, The Ohio State University and the University of Northern Florida.
McGarity, a 20-year ODNR veteran, was hired by the ODNR Division of Civilian Conservation in 1983 as an administrative assistant and served as field operations manager from 1989 to 1996 before coming to the Division of Watercraft as administrator of human resources. He has extensive experience in human resource and field operation management.
The ODNR, through its Division of Watercraft, administers Ohios boating programs. The Division oversees boat registration and titling operations, provides funding to local communities for education, enforcement and boating facilities, educates the public and enforces boating laws on Ohios waterways. These programs are user-funded through boat registration fees and through a portion of state and federal motor fuel taxes.
