General
The Ohio Department of Natural Resourcesí (ODNR) Division of Recycling & Litter Prevention (DRLP) is responsible for statewide waste reduction, recycling, recycled-content product procurement and litter prevention programs. Because of this responsibility, it is important the ODNR adheres to high standards in its own operations to serve as a role model for government, businesses and citizens of Ohio.
Therefore, ODNR has established a goal to reduce and/or recycle 50 percent of its waste by the beginning of calendar year 2007.
To accomplish this goal, it is important that division/office waste reduction and recycling representatives accurately track and report waste reduction activities and recycling collection data to the Division of Recycling & Litter Prevention.
Required Actions
Fountain Square Complex
1. The Real Estate and Land Management (REALM) and the Recycling & Litter Prevention (DRLP) Divisions shall establish, maintain, and/or expand a program for the collection of recyclable materials at the Fountain Square Complex in Columbus.
2. REALM shall require the Fountain Square Complex recycling service to provide information on the types and amounts of materials picked up at Fountain Square. Any revenue received from the recycling service will be deposited into the Recycled Materials Fund, as required by ORC 125.14 (C). Information concerning types and amounts of recycled materials and any revenue received for recyclables shall be provided to the Division of Recycling & Litter Prevention.
3. REALM shall provide recycling collection containers for recycling centers located on each floor of each building at the Fountain Square Complex.
4. REALM shall provide office paper containers for each employeeís desk or workstation and office paper and inkjet cartridge containers for copiers and printers.
5. All ODNR employees shall utilize the recycling collection containers provided by REALM and recycle the following materials:
- Office and mixed paper
- Corrugated cardboard
- Aluminum cans
- Plastics #1 and #2
- Printer toner cartridges
Newspapers and magazines (containers located on the first floor of each building)
Collection containers listed above may be obtained through REALM by contacting the ODNR recycling manager at extension 7050.
5. Each division/office will evaluate and implement feasible waste reduction[1] opportunities to the maximum extent possible. For ideas, go to: http://www.ohiodnr.com/recycling/sarcs/wrideas.htm.
Each division/office will report the division/officeís waste reduction project(s) and the amounts of waste prevented to DRLP as soon as possible after the waste reduction procedures and actions have been implemented. For assistance in implementing waste reduction opportunities as well as filing a waste reduction report, contact DRLPís RIM/COM Administrator at extension 7063.
6. Each division/office shall appoint a waste reduction and recycling (WRR) representative to oversee waste reduction and recycling activities within their division/office. The division/officeís appointed WRR representative will encourage employees at Fountain Square and field locations to:
- Recycle, informing them of the materials collected and the procedures used for individual collection and work area consolidation; and
- Evaluate opportunities to source reduce waste within the functions of their division or office.
Field Locations Responsibility
1. All field offices shall recycle when feasible and cost effective. REALM and/or DRLP will provide traditional office materials recycling containers for workstations and recycling centers for field offices, upon request. Local Solid Waste Management Districts (SWMD) are available to assist in establishing, maintaining and/or expanding field location recycling programs. As an option for recycling traditional office materials, the Fountain Square recycling center in Building I is available. However, please contact the REALM recycling manager at extension 7050 to make arrangements.
2. In addition to the traditional office-generated recyclables listed previously in this policy, other materials to consider for recycling include:
Motor oil, antifreeze, paint, scrap metal, glass containers, wood and plastic pallets, food wastes, batteries, pesticides, fertilizers, tires, fluorescent bulbs, mercury switches and ballasts
If field locations plan to have recyclables picked up on a routine basis by a local recycling service provider, the Division of Recycling & Litter Prevention recommends formalizing an arrangement with a local recycling service provider and can provide a copy of a sample agreement. In addition, DRLP offers technical assistance in establishing and/or maintaining programs for waste reduction, recycling and recycling/disposal of special wastes.
3. Field locations shall require the local recycling service to provide information on the types and amounts of materials picked up at the field location. Any revenue received from the recycling service will be deposited into the Recycled Materials Fund, as required by ORC 125.14 (C). Information concerning types and amounts of recycled materials and any revenue received for recyclables will be forwarded to the Division of Recycling & Litter Prevention. Field offices that recycle materials through local drop-off centers or local recyclers shall also obtain information on types and amounts of materials recycled, whenever possible, and will provide this information to the Division of Recycling & Litter Prevention.
Measurement of Goal
REALM will periodically inform each ODNR division and officeís WRR representative about the estimated amounts of materials recycled in their respective building. The Division of Recycling & Litter Prevention will also receive this information. DRLP will take this information, and information received from the ODNR field locations, and combine all with any reported waste reduction amounts to calculate ODNRís waste stream reductions and recycling at ODNR. The Division of Recycling & Litter Prevention will provide this information to each division/officeís WRR representative.
The ODNR Director will receive an annual report giving the status of each division and office progress as well as the agencyís progress in meeting its 50 percent reduction and recycling goal.

[1] Waste reduction means activities that decrease the initial production of waste materials at their point of origin. Waste reduction, as currently defined in the ORC, is also called source reduction and waste prevention by the U.S. EPA.
