FOUNTAIN SQUARE PROCEDURE

General

  1. The hours in which the Fountain Square Complex is open to the public are 8:00 a.m. to 5:00 p.m. Monday through Friday.
  2. Food service is located on the ground floor of Building C (1952 Belcher Drive).
  3. Public telephones are located in the lobby of Building E (1939 Fountain Square).
  4. The Assembly Center, located on the first floor of Building E is available for meetings for ODNR & ODNR approved events. Anyone wishing to reserve the Assembly Center should contact the Division of Real Estate and Land Management at 265-6395.

Building Rules

  1. Access to buildings between 5:10 p.m. and 7:50 a.m. will be possible with employee identification cards at card reader locations. I.D. cards will only access the building of the Division/Office the employee works in, unless otherwise determined by the employee's chief. Building entryway doors are not to be blocked open and left unattended. Security personnel shall be contacted in order to determine access for employees who are not in possession of their I.D. card, or in the case of system malfunction.
  2. Public information bulletin boards will be located in the lobby of all buildings. If no bulletin board is available, please contact the Facilities Manager for assistance in publicizing your message. No posting of signs or notices is permitted in public areas, on doors, walls or elevators. Designated boards are available for union related information.
  3. Building directory changes should be reported to Facilities Management. Do not make unilateral directory changes.
  4. No solicitations, except those having the approval of the Department of Administrative Services, shall be made without the prior approval of the Director.
  5. No cooking hot plates. The burning of candles and scented devices ˜shall be prohibited in the buildings. ˜˜
  6. Refrigerators, toasters, and microwaves must be in a common area, possibly two per floor. No cooking appliances in individual offices with the exception of small coffee makers, unless there is a breaker problem.
  7. All coffee makers shall have an on/off timer.
  8. Space heaters shall be allowed but will be reviewed on a case-by-case basis. If breakers are being tripped, then alternatives shall be explored. All space heaters shall have a tip shut off switch and have an on/off timer.
  9. REALM will supply up to 10 on/off timers per floor if needed.
  10. Turn off all unnecessary lights and close all windows when leaving the building at the end of day.
  11. Do not dispose of coffee grounds in drinking fountains, lavatories or toilets.
  12. Do not dispose of liquids in wastebaskets.
  13. Do not leave open packages, dirty dishes or containers of food in work areas to attract ants, roaches, etc.
  14. Desk side recycling containers will be provided for all employees to place their office paper in for recycling.Containers should be emptied by the employee into the appropriate containers in the designated recycling station on their floor or building.REALM will be responsible for supplying and maintaining the recycling containers/stations.For assistance with recycling contact REALM at ext. 6395.

Building Maintenance/Improvements:

  1. Requests for maintenance services (i.e., liquid spill cleanups, overflow in restrooms, cleaning services, trash removal) should be made to REALM at extension 6395.
  2. Any modifications to buildings (i.e., painting, wall/door moves, floor covering changes) should be approved and made by REALM.If approved, third party contractors and/or other Departmental staff may be utilized in the event that REALM is unable to provide such service.Requests for building modifications/improvements can be made by submitting to REALM a ?Fountain Square ? Renovations Request formÓ or calling 6395 to schedule an appointment.Employees may choose to paint their own office areas but must do so on their own time and, with supervisory approval.(This does not include common areas such as hallways, conference rooms, receptions areas, etc.)The employee must only utilize paint approved/provided by REALM.

Security (Building E, Extension 7095)

  1. All ODNR employees wanting to enter the buildings after normal working hours, accompanied by a guest, must present their ODNR ID card and register all guests with Building Security at Building E.
  2. Employees working after normal business hours should contact security if they plan to leave the complex after 6:30 p.m.
  3. Thefts: Prevention of and Reporting Procedure
    1. All thefts should be reported to the Fountain Square Security Staff at extension 7095 as soon as they are discovered.
    2. If unfamiliar persons are in your building or work area, ask if they need help or directions. The presence of suspicious persons should be reported to Fountain Square Security (7095).
    3. To prevent thefts:
      1. Never leave purses, cash, checks or other valuables unattended or in plain sight.
      1. Secure movable, expensive office equipment (e.g., cameras, laptops, and other valuable desk accessories) at the end of the workday by placing in a locked desk or storage cabinet where available, or remove from plain view.

With the installation of the gates on the south parking lots (Belcher Drive) the following information and guidelines are provided for employee assistance.

  1. Gates will be closed from 6:30 p.m. to 6:00 a.m. Monday through Friday
  2. Gates will be closed on weekends and holidays.
  3. Employees working after gates are closed will need to call security at 265-7095 to have gate opened. Advise guard of their building and wait in lobby until guard arrives. Please allow 3 to 5 minutes after call for guard to arrive.
  4. Employees arriving when gates are closed must enter complex from the north entrance and sign in at security desk located in Building E.
  5. Gates will only be opened if employee has to load or unload a vehicle.

In the event of sudden illness or other emergencies dial 911, then contact REALM at extension 6395 or the nearest safety warden in your building.

Parking

All designated areas are clearly marked. All division pool cars should be parked in the designated area west of Building E. Please park away from the curb and within the lines in order for grass to be cut, sidewalks to be cleared of snow, and wheelchair travel not to be obstructed. Do not park in the Visitor or Handicapped parking space.

Overnight Parking

All ODNR employees should notify security at extension 7095 when planning to leave their personal vehicle overnight or over the weekend on the ODNR parking lot. All cars parked overnight and over a weekend should be parked in Building E Lot for maximum security.

Anyone wishing to use the Assembly Center must comply with the following:

  1. All Division/Office Chiefs should ensure that their requests are restricted to ODNR activities.
  2. All ODNR councils, boards, commissions and committees in conjunction with 1501.01 of the Ohio Natural Resources laws must comply with appropriate procedures when requesting to use the Assembly Center.
  3. The Assembly Center may be used by other state agencies for state of Ohio related activities.
  4. All Assembly Center equipment, (e.g., audio visual, chairs, tables and training aids), must be carefully maintained and secured in the proper storage areas after use. Any lost or broken equipment will be the responsibility of the user group.
  5. Each group is responsible for supplying their own refreshments and supplies.
  6. All individuals are required to maintain the facility and its contents in an orderly manner.
  7. All individuals are required to follow accepted safety practices and procedures, i.e., smoking regulations, emergency procedures, etc.
  8. We ask that all groups clean up after themselves and follow the policies at ODNR regarding recycling.
  9. Schedule availability may be viewed on the intranet, or by calling 265-6395. To schedule the Assembly Center, please contact REALM @ 265-6395.
  10. Security will unlock doors to the Assembly Center 1/2 hour prior to the time shown on Schedule +. Call Security (7095) if you need access earlier.

  • Hours of operation ? 8:00 AM to 4:30 PM Monday-Friday.
  • Warehouse Manager has authority of all storage areas.Call 265-7011 to speak with Warehouse Manager.
  • Office/ Division Chiefs will appoint one or more designees to request division materials
  • Only authorized personnel permitted in storage areas.
  • All deliveries are to be made through the rear of building.
  • Hazardous material storage is strictly prohibited.
  • Prior arrangements must be made with warehouse manager for after hour activity.
  • All after hour activity is restricted to loading dock staging area and conference rooms. Prior approval must be obtained through security personnel and the warehouse manager. Access to warehouse will not be permitted.
  • Freight elevator will be locked; access must be obtained through warehouse manager.

High Bay/Short Term

This storage operation is located off the loading dock on the first floor and is designed for items that move quickly and can be stored on pallets (i.e., copy paper, envelopes, Parks Directories, Parks marketing items, recycling materials, salvage items, building supplies, etc.). Items stored in this area will be monitored and will require authorization for removal from division/office warehouse officer or designee.

  • Warehouse staff must be notified in advance of all warehouse activity (deliveries, pick-ups, and shipments).
  • Warehouse Manager should be notified in advance of deliveries being made to the warehouse.This allows assurance of storage space.
  • Warehouse Manager will notify division/office designee when merchandise is delivered to receive instructions for storage.

Division/Office Storage

This storage area is located in the basement and is designed for items that require storage for long periods of time as determined by the warehouse manager. The warehouse manager will monitor activity of items and will contact division/office designee if items in this area need removed or relocated.

  • Warehouse staff must have authorization from division/office designee for all items entering or leaving the building.
  • All items stored must be clean and orderly.
  • Warehouse manager must have a key to any locked storage areas.

Records Storage

This area is located in the basement and is designed to accommodate standard 1.5 cubic storage boxes within a Space Saver storage system.

  • Records must be entered into Image Trax program by division/office or REALM and stored in standard 1.5 cubic foot box by division/office records manager. (Training for Image Trax will be provided by Warehouse Manager)
  • Bar code label must be placed on the front of storage box by division/office records manager.
  • Division/office record manager or designee must notify warehouse manager storage box is available for pick up.
  • Warehouse staff will pick up and store storage boxes.
  • Requests for records are to be directed to the warehouse manager by division/office record manager or designee, via e-mail or Image Trax program.
  • Delivery of records will occur on the next scheduled mail delivery after request is made.
  • Record viewing room is available by coordinating time with warehouse manager.
  • Only authorized staff are permitted in record storage area.
  • Hours for viewing room are 8:30 a.m. to 4:00 p.m. Monday through Friday.
  • Divisions/Offices will be notified when records are due for disposal.

Display Storage

This area is located in the basement and will house any divisional displays.

  • All activity pertaining to displays should be during normal working hours.
  • Division/Office personnel must assist warehouse staff with pick up and delivery of displays.

Salvage

This operation is located in the high bay storage area. It is designed to be a holding location for items scheduled for salvage (i.e., desks, chairs, file cabinets, etc.). The warehouse manager will maintain an e-mail list of items available, for review by divisions/offices. Quarterly deliveries will be made to State Salvage for non-claimed items.

  • Division/Office personnel must assist warehouse staff when delivering salvage items.
  • All salvaged items must have a completed surplus property turn in document (ADM-3615) attached to each item to be salvaged.
  • Transfer of equipment will be handled between divisions/offices.
  • No items with resale value of $100.00 or less will be accepted at State Salvage.
  • No computer software will be accepted at State Salvage.

Salvage items are not to be stored in hallways or stairwells of any building
