The College and University Recycling and Waste Reduction

Program provides financial support to Ohio’s public colleges and universities, including branch campuses. Funding is available to develop or expand the infrastructure for the collection and processing of recyclable materials or for the reduction of solid waste.

The division is seeking projects that involve the collection or processing of one or more of the following materials:

  • Construction and demolition debris
  • Deconstruction material
  • Electronics
  • Organic material (food and fiber-based)

These projects may include:

  • Campus recycling/organics composting set up or expansion of existing project
  • Campus waste audits
  • Special or event-oriented projects
  • Targeted special waste projects
  • Other
ELIGIBILITY CRITERIA
Those eligible to apply include Ohio public colleges and universities as defined under Ohio Revised Code Section 3345.011.

FUNDING CRITERIA

These competitive proposals will be evaluated on their individual merit, using at the minimum the following criteria:
  • The project increases the volumes of recyclables collected, organics composted, and/or reduces the amount of waste generated.
  • Qualifies as a targeted project.
  • The project serves as a positive economic and environmental model for other Ohio public colleges and universities to duplicate.
  • The project has the potential for evolution into a permanent service or program without future division funding.
  • The project provides recycling, reuse, and waste reduction awareness and educational opportunities to faculty, staff, and students.
  • The financial need of the applicant will be taken into consideration.
  • The applicants adherence to request for proposal guidelines, including deadlines, match requirements, and format instructions.
  • A letter from the president of the college or university is included describing the college or university’s support of the proposed project.

SPECIAL CONDITIONS

  • A cash match commitment of fifty percent (50%) of the funding amount requested is required.
  • The maximum period for the College and University Program is 12 months.
  • A college or university can apply for multiple projects/activities addressing multiple materials.
  • Grant funding requests cannot exceed $50,00 for individual or combined projects/activities. An additional $10,000 can be requested specifically for the Campus Waste Audits project. An applicant cannot request more than $60,000 in grant funding.
  • Multiple campuses may be addressed within the same request for proposal.

PROGRAM REQUEST

Funding may be requested up to $50,000 per recycling, composting or waste reduction project, except the Campus Waste Audits Project has a funding level maximum of $10,000.

PAYMENT SCHEDULE

Subject to cash availability grantees will receive an advance grant payment. The remaining grant award balance will be held in reserve to reconcile the grant at closeout.
