The Division of Recycling & Litter Prevention provides funding in the form of Community Development and Market Development Grants.
Ohio's local governments and sponsored businesses can apply for projects which will develop the infrastructure for the collection, processing and the development of markets for recyclables and to implement special litter collection projects.
Applicants must target any of the following recyclable materials generated in Ohio.
- carpet and padding
- construction and demolition debris
- deconstruction material
- electronics
- glass
- office paper
- old corrugated cardboard
- old newsprint
- organic (food and fiber-based) material
- plastic
In addition, grant funds are available to implement litter collection events on public property:
- illegal dumpsite cleanup efforts
- roadway litter collection projects
- special or event-oriented projects
- targeted waste projects
ELIGIBILITY CRITERIA
Those eligible to apply include Ohio
- cities with a population greater than 50,000 (according to the most recently available U.S. Census estimates);
- counties; or
- solid waste management districts/authorities
Applicants may sponsor a private sector business (cooperating enterprise) that address recycled materials targeted by the 2008 Market Development Grant program.
FUNDING CRITERIA
These competitive grant awards will be made based on ten factors:
- Demonstration of positive economic and environmental impact on regional or statewide audiences and/or targeted material markets.
- Assurances that the project will accomplish stated goals and the established methods can be used as a standard for similar projects.
- Potential for evolution into a permanent service or program without future external funding.
- Applicant's past performance in grant administration and project management, if applicable.
- Consistency with the strategic goals of the local solid waste management plan, and
- Qualifies as a targeted project and addresses at least one of the grant program's targeted materials.
- Financial need of the applicant.
- Availability of funding.
- Submission of required forms and comprehensive responses to all applicable questions.
SPECIAL CONDITIONS
Applicants requesting funding for community projects must indicate how they will comply with the project-based match requirements as specified in the application.
- Market development project applicants must demonstrate that the cooperating enterprise will commit a minimum of 100% matching funds, equal to the amount requested in grant funds.
- The market development match must be a cash contribution or a documented line of credit.
- The grant period for the Community Development Grant is 12 months.
- The grant period for the Market Development Grant is 24 months.
- Those applicants sponsoring market development projects must enter into a contract with the business or non-profit organization that will implement the grant approved activity.
PAYMENT SCHEDULE
Subject to cash availability grantees will receive an advance grant payment. The remaining grant award balance will be held in reserve to reconcile the grant at closeout.
