The Scrap Tire Grant program provides financial assistance to Ohio’s local entities for the purposes of converting manufacturing operations to accept scrap tire material; expand tire processing operations; utilize scrap tire material in civil engineering projects; and, establish scrap tire amnesty drop-off collection events.

ELIGIBILITY CRITERIA

Applicants must be an agency of the state, as established in Ohio Revised Code Sections 343, 1502, and all applicable sections of the ORC. An agency of the state may be municipality, township, county, solid waste management district/authority, board of education/joint vocational school district; state college/university, park districts created under ORC section 511.18 and 1545.04. Businesses or non-profit organizations seeking scrap tire market development funding must secure a sponsor to serve as the grant applicant.

SCRAP TIRE GRANT SAMPLE PROJECTS

Grant awards will be made based on the following criteria:
  1. Comprehensiveness and quality of the grant proposal.
  2. Amount and type of scrap tires utilized.
  3. Amount of funds requested and match funds committed to the project, if applicable.
  4. Availability of regional and local funds available to promote the project.
  5. The applicant’s history of program implementation and expenditure of grant funds.

SPECIAL CONDITIONS

Applicants sponsoring scrap tire grant projects must enter into a contract with the business or non-profit organization. The maximum grant period 24 months. Market Development applicants must demonstrate that the grantee, or cooperating enterprise, will provide a financial contribution to the project equal to the amount requested in division grant funds, either in a cash contribution or a documented line of credit. Agencies of the state may use existing capital improvement funds as a matching contribution. Tire Amnesty applicants are not required to demonstrate that the grantee will provide a financial contribution to the project, however any financial contribution dedicated to the project does demonstrate important local commitment.

PAYMENT SCHEDULE

Subject to cash availability, grantees will receive an advance payment. The remaining grant balance will be held in reserve to reconcile the grant at closeout.
