The Labor Relations Section is one of four sections in the DNR Office of Human Resources. The general duties and responsibilities of this section include, but are not limited to;

  • providing contract interpretation and administration;
  • contract negotiations;
  • conducting grievance meetings and resolution of grievances;
  • conducting disciplinary hearings and providing reports and recommendations to the Director; and
  • acting as management advocates in mediation and arbitration.

ODNR administers two different labor agreements. The Unit 2 Fraternal Order of Police (FOP) labor agreement covers approximately four hundred ODNR law enforcement officers.

The union structure of the FOP establishes two Lodges within ODNR, the Wildlife Lodge and the Safety Forces Lodge, with each Lodge being directed by an employee-elected president. The AFSCME/OCSEA labor agreement covers nearly two thousand ODNR employees.

The union structure of OCSEA establishes a statewide ODNR Assembly, led by an employee-elected President, as well as a local Fountain Square Chapter President.

At the present time the Labor Relations Section is comprised of one Labor Relations Administrator, two Labor Relations Officers and one Administrative Assistant.
