Summary of legislative action on Great Lakes Compact legislation
in the 127th Session of the Ohio General Assembly

   In February, 2007, Senator Grendell introduced legislation (SB 78) to form a task force to determine whether Ohio should enter into the Great Lakes - St. Lawrence River Basin Water Resources Compact.  The bill has been referred to the Senate Environment and Natural Resources Committee.  The status of this legislation can be found on the Senate's website.

Summary of legislative action on Great Lakes Compact legislation
in the 126th Session of the Ohio General Assembly

    In April 2006, Representative Dolan and Senator Spada introduced companion bills, HB 574 and SB 319, respectively, to ratify the Great Lakes Compact in Ohio, see below.  Hearings were held in both the House and Senate in May and then again in November an and December 2006. The House passed Sub HB 574 in December 2006, see downloads below. SB 319 was not voted on in the Senate Environment and Natural Resources Committee and so was not reported out to the full Senate. Sub HB 574 was never referred to a committee for action in the Senate due to the lack of time in the session to address concerns raised in the Senate.

Annex Implementing Agreement Documents,
History and Related Links

    On December 13, 2005, the Great Lakes governors and premiers approved the agreements to implement Annex 2001. The Annex Implementing Agreements will help improve the health and economic vitality of the Great Lakes and will protect the Great Lakes for future generations.

The agreements include the following:

  1. The Great Lakes—St. Lawrence River Basin Sustainable Water Resources Agreement (the Agreement), a good-faith agreement among the Great Lakes states, Ontario and Québec; and,
  2. The Great Lakes—St. Lawrence River Basin Water Resources Compact (the Compact), an agreement among the Great Lakes states that will eventually be passed into law through an interstate compact.

    The governors and premiers gave their approval by signing the Agreement and endorsing the Compact at the Council of Great Lakes Governors’ Leadership Summit, which was held December 12-13, 2005, in Milwaukee, Wisconsin.

    Thanks to public comment and comments received by the Advisory Committee, this proposal includes substantial improvements to earlier draft agreements.
