Feature: New Watercraft Officer Cadets

Cadets being sworn inOn October 24, 2011, 28 new watercraft officer cadets were sworn into service. Chosen from 1,300 applicants, the cadets have a long road ahead of them to become full-fledged watercraft officers. Would you have what it takes to become one of them?

Their journey began with three weeks of training including learning Division policies and an introduction to canoeing and kayaking. They also learned water rescue techniques and in-water defensive tactics before reporting to their assigned field offices.

During the time at their offices, they are learning their patrol areas and meeting local boating groups.

In February, the cadets will begin the most rigorous part of their training when they attend the 18-week Basic Peace Officer Training Course at the Ohio State Highway Patrol Academy in Columbus. This involves a rigorous physical fitness program and includes learning about the Ohio Revised Code, utilizing defensive tactics, tactical driving, use of firearms, and more.

Successful completion of the academy training is required for continued employment as a state watercraft officer.

Cadets then will have three more weeks of boating-specific law enforcement training on how to encounter boaters in law enforcement situations, close-quarter boat control, and how to trailer boats safely. They also will be working with their assigned Division of Watercraft field training officers to learn additional duties.

These hands-on field training tasks include Swift Water Rescue, becoming an Ohio Boating Education Course Instructor, writing citations, keeping boaters safe in search and rescue situations and more. When all of this training is complete, in 12 to 18 months, cadets become official state watercraft officers who will be looked upon as experts in boating safety, search and rescue, and law enforcement.

Scenic Rivers Year In Review

It was a good year for Ohio’s Scenic Rivers program. The Scenic Rivers Program manages 14 designated Wild, Scenic, and Recreational River systems across the State of Ohio.

Winning Awards

The Ohio Division of Watercraft received a number of awards in 2011 recognizing and honoring the efforts put forth by dedicated, hard-working employees.

Winter Boat Shows

Even with the cold weather, there are still plenty of opportunities for you to get ready for next boating season. Watercraft will have displays at a number of boat shows throughout the winter months.

Kudos

The Ohio Parks and Recreation Association (OPRA) awarded the Kids Outdoor Adventure Expo as the “Best Environmental Program in Ohio in 2011.” Two of the Division’s Boating Safety Education Grant recipients, Hamilton County Parks District and The Ohio River Way, coordinate this annual event. The Kids Expo occurs during the first day of the annual Ohio River Way Paddlefest weekend and has grown into the largest environmental education and water safety programs for children in the Midwest. It engages children ages 4 to 14 in numerous activities including: fishing, paddling a raft, taking a nature hike, visiting a petting zoo, learning about the water cycle, working a towboat, learning how barges work, learning about mussels, and more. The East Fork Watercraft office also partners and participates in this event each year. The 2012 Ohio River Way Paddlefest is scheduled for June 21-23.

Staff Changes

Promoted

Karen MuenchKaren Muench was recently promoted to Deputy Chief of the Division of Watercraft. In her new position, she oversees Law Enforcement, Field Operations, and the Public Information and Education sections. She began her career in 1988 as a watercraft officer in the former Cincinnati office where, in 1999, she was promoted to area supervisor. Muench then moved to Columbus in 2007 to lead the Division's Law Enforcement Training program.

Rick BarreraRick Barrera was recently promoted to Deputy Chief of the Division of Watercraft. In his new position, he now oversees Resource Planning, Registration and Titling, Human Resources, Scenic Rivers and Fiscal Services sections. He began his career with the Division in 1980 as an inventory control specialist. Barrera worked his way through the ranks and in 2000 was promoted to manager of the Registration and Titling section.

Retired

Brenda SamsBrenda Sams, Central Region Manager, retired October 31 with 29 years of service. After graduating from Hocking College in 1982, she began her career with Watercraft serving as a volunteer and intern. She was hired as an officer for the former Columbus area field office. After graduating from the Ohio State Highway Patrol Academy in 1983, Sams served in education and enforcement specialist positions in Columbus and Cincinnati. In 1987, she was promoted to Assistant Area Supervisor of the former Cincinnati office and promoted again in 1990 to Area Supervisor over the Portsmouth office. In 2003, Sams was promoted to the position of region manager for central, eastern, and western Ohio.

Meet the Registration and Titling Section

Registration and titling section
The Division of Watercraft Registration and Titling section handles registrations through the mail, online, and in person. In addition to these duties, the section audits registrations processed by independent agents, processes paperwork for HIN investigations and inspections, verifies boat and motor titles, and monitors new registrations to ensure accuracy. The team also enters title and registration information into the Watercraft Information System, answers requests for information and provides assistance via phone, e-mail, and letter, processes requests for refunds, and issues veteran and historic registrations, among many other duties. Kemmeth Kirk recently was promoted to manage the section; she succeeds Rick Barrera, who now serves as deputy chief.

Boating Education Grants Awarded: In 2012, 30 communities will be receiving over $366,000 from the Waterways Safety Fund to assist with their respective boating safety education programs.

Ohio Sea Grant News

Introducing Sarah Orlando

Sarah OrlandoThe Ohio Sea Grant Extension Program announces its new Clean Marinas Coordinator, Sarah Orlando. In her new position, she will work with marina owners encouraging protection of clean water and fresh air. She will also handle a number of other duties including boat shrink wrap recycling and environmental awareness around Lake Erie.

Upcoming Events

March 20 is the next Waterways Safety Council Meeting, scheduled for 10am at the Toledo Maritime Academy. The meeting is open to the public; persons interested in attending should contact Janet Turner in the Division of Watercraft Columbus office at 614-265-6476.
